It isn't about oppressing any gender but emphasizes the orderliness and respect within the worship session. Paul advocates for the principle of orderliness, decorum and respect for the sanctity of the church, he was addressing a specific issue of disorderliness during worship in the Corinthian church caused by both men and women. This verse nowadays, would point to both men and women sitting under the word quietly, to permit an atmosphere of serenity so everyone could understand and learn. If they have questions, they should discuss them after service in their homes or other settings, instead of causing disruptions. It's not a restriction, it is an invitation for everyone to be attentive and respectful during the service, only then can the peace of God fill every heart.
